Imports

General Import Guidelines
Imported goods must be accompanied with, an International Waybill, a Commercial Invoice, and a Packing List
All imported goods valued below USD 2,000 as stated on the Commercial Invoice, will not be held for formal clearance; unless requested by customs for a certain reason or if approvals are required
All imported goods valued above USD 2,000 will be held for formal clearance
For goods valued USD 2,000 and above or weigh 50 kgs and above a Certificate of Origin is required
International express shipments being imported for commercial purposes are required to include a legalized Commercial Invoice from Chamber of Commerce at the origin.
All imported goods with wooden packing material must be fumigated prior to arrival into Egypt and stamped with Fumigation stamp; otherwise it will be re-exported
HS Codes must be stated clearly on the Commercial Invoice. Where the HS Codes are not stated, Customs Authorities shall determine the proper HS Codes based on the goods and the stated description

Import Duties and Fees
The customs valuation is based on CIF (Cost, Insurance and Freight) which means that the amount used to assess customs duty is the sum of cost of goods, insurance and shipping cost to Egypt
Customs duties vary from 5% to 40% levied on CIF value
Sales tax vary from 10% to 25% based on CIF value
Intoxicating liquors will be subjected to a 3000% customs duty on their CIF value while tobacco products are subject to 100% of the CIF Value
If Customs Authorities conclude that the declared value in the Commercial Invoice is devalued, a penalty of 10% – 100% may be applied
Egypt applies different import duties tariffs based on HS Codes and goods origins. Origins are divided into two categories: (1) Member states of World Trade Organization (WTO), and (2) Non-member states of World Trade Organization (WTO)
Personal effects may be subjected to customs duties and sales tax

The following are trade agreements with Egypt that can benefit from customs reduction rate. To benefit from customs reduction, Certificate of Origin accompanied with Commercial Invoice are required

Aramex offers a service of issuing a Certificate of Origin/ EUR1 and legalization at the Chamber of Commerce and Egyptian Embassy at the origin.

Duties Exemption

A number of goods are exempted from customs duties, when providing specific documents. Below are some of the applied exemptions:
Goods addressed to government or semi-government agencies
Embassies and Diplomatic Missions
Ministry of Defense and its divisions
Factories and companies under Investment Authority
Petroleum companies
Free Zone companies
Ships spare parts
Used clothes

Imports Required Documents

General Imports

For all dutiable goods held for formal clearance, the below documents are needed:
From exporter:
Original Waybill
Commercial Invoice
Packing List (detailed)

From importer:
Copy of company Commercial Registration
Copy of Tax Registration Certificate
Clearance Authorization Letter
Personal ID or passport (For personal shipments)

In case of shipment is above USD 2,000 in value and considered by customs as for resale the following is required:
For import goods valued above USD 2,000 which is imported for commercial reasons require Original Certificate of Origin must be legalized from Chamber Of Commerce and the Egyptian Embassy at the country of origin with the exception of the following imports:
Books and other printed material
Temporary imports
Raw material for manufacturer importers
If Certificate of Origin is: European Union states (EURO1) , or Arab League state (COMESA)

Re-Export

Declaration is processed in the event of importing goods into Egypt for purpose of re-exporting. As per requirement of Customs Authorities, the below documents are needed:
Original Waybill
Original Commercial Invoice
Packing List (detailed)

Temporary Imports- Exhibition / Repair and Return

Upon entry of goods into Egypt on temporary basis for the purpose of taking part in an exhibition or repairs / maintenance, a deposit amount equivalent to customs duties has to be made for the benefit of Egypt Customs Authorities. The deposit is refunded upon exporting the goods. If the goods are not being exported the deposit is forfeited. The below documents are needed:
Original Waybill
Original Commercial Invoice
Packing List (detailed)
Bank guarantee letter or payment receipt
Serial number to be mentioned on each item which same to be stated on the Commercial Invoice and the Packing List

Import goods destined for Exhibition should arrive at least ten days before the exhibition date

Deposit duties and tax will be paid by importer either cash or under banking guarantee letter, to be refunded to importer when goods depart Egypt

Exports

When exporting goods from Egypt some documents and regulations will be applied before the exit of goods to the destination. Failure to submit required documents may delay goods when exporting

Exporters need to include the following documents with their goods:
Original Commercial Invoice
Customs Declarations for commercial quantities along with exporter’s copy of commercial registration and tax ID
For certain goods, a strategic export license is required. Example where these licenses are needed to include: military, dual-use, medication, food products, and passports
Other documents that could be required would depend on the specific requirements of the destinations. Aramex maintain a list of needed documents and customs information per country (please select country name on this )

Important Notes
All exported goods might be inspected by Customs Authorities
Aramex will not transport goods that are prohibited by the laws or regulations of Egypt

Transiting Goods

Transiting Goods through Egypt can only remain 90 days from the date of arrival into the country

To process Transiting Goods, the following documents are needed:

Original Waybill
Original Commercial Invoice
Packing List (detailed)
Each item should have a serial number label

Prohibited / Restricted Goods

Aramex will not transport goods that are prohibited by the laws or regulations of Egypt

In accordance to Aramex Shipping Policy, the following goods are not acceptable for transport by Aramex:
Monetary items including currency, fake money, and coins
Publications that are offensive to religions, morals, human rights or aims to cause corruption and disorder
Narcotics and drugs including heroin, opium, drugs raw material (powder, liquid), cannabis leaves, etc.
Gambling related games or items
Counterfeit goods covering all brands of clothes, machinery, shoes, electronics, watches etc.
Fireworks*
Ivory and ivory products*
Furs*
Jewelry, precious metals , stones, articles or antiques of exceptional high value*
Bullion*
Chemical waste and nuclear waste
Hazardous items as defined in IATA Regulations*
Ammunitions*
Human remains, including ashes*
Animals, plants, food items and perishable items*
Pork meat in any kind, shape or form
Pornographic related material
Electronic cigarettes
Radar / metal detector
Poisons
Magic Jack and Router Vanish
Spy glasses
Remote controlled cars / Helicopters
Pens / watches with camera
Used PC / laptops (allowed for exporting)

* Certain goods which are listed above as prohibited may be accepted by Aramex on a contractual basis, if exporters / importers are able to comply with all applicable regulations

Some goods, depending on their nature, require approval or a pre-approval from the designated authority. Some examples are shown below:

Supplements, cosmetics, food require approval from Ministry Of Health
Tapes for cinema or TV, audio materials, art materials require approval from Ministry of Culture
Routers, mobiles, internet equipment, and communication electronic devices require approval from National Telecommunication Regulatory Authority
Stones, statues require approval from Ministry of Monuments

Formal clearance important notes
Storage from 5th day of shipment arrival is 4 EGP per kilo / per day
3% is applied of the total duties if aramex pays the charges on behalf of the customer to customs
Rates excludes approval charges
Delivery Order is 325 EGP fixed rate
Sales tax to be added 13%
